The Salt One Agreement In 1972 Brought About

It was the first agreement between the United States and the USSR to set limits and restrictions on their nuclear weapons systems. Negotiations for a second round of SALT began at the end of 1972. As Salt I did not prevent all parties from extending their forces to their ICBMs and SLBMs using multiple target rehabilitation vehicles (MIRVs), SALT II initially focused on limiting and reducing the number of MIRV VEHICLES. The negotiations also tried to prevent both sides from making qualitative breakthroughs that would further destabilize strategic relations. The negotiations focused on the Nixon, Gerald Ford and Jimmy Carter governments. Both agreements were accompanied by a series of “agreed statements” agreed upon and initialled by the heads of delegation. When both agreements were presented to the United States. The Congress was also accompanied by joint agreements and unilateral declarations made during the negotiations. These should pre-zify specific provisions of the agreements or parts of the negotiating protocol.

The SALT II negotiations were opened at the end of 1972 and lasted seven years. A fundamental problem in these negotiations was the asymmetry between the strategic forces of the two countries, with the U.S.S.R. focusing on large-warhead missiles, while the United States had developed smaller missiles with more precision. Questions were also asked about new technologies under development, definition and verification methods. The Agreement does not require the approval of ratification by the Senate and entered into force with the exchange of written decisions of acceptance by the Contracting Parties to the exchange of instruments of ratification of the ABM Treaty, i.e. on 3 October 1972. On September 30, 1972, both houses of the U.S. Senate passed a joint congressional resolution asking the president to seek a future treaty that does not limit the United States to a level of intercontinental strategic forces below the limits planned for the USSR. The agreement has been described as “interim”, with the parties intending to continue negotiations. In Article VII of the Agreement, the Contracting Parties undertook to continue active negotiations on further restrictions on strategic offensive armaments.

This is why the parties began salt II negotiations in November 1972. .
